Legal fraternity advised to use Telugu in courts

Clients are unable to follow the judgments delivered in English, says HC Judge
Andhra Pradesh High Court Judge Justice N. Venkata Ramana exhorted advocates and judges to conduct arguments in Telugu language.
“Lawyers should minimise the use of English and judges should deliver verdicts in the local language. Please try to improve the use of the mother tongue and protect Telugu culture,” Mr. Justice Venkata Ramana has said.
He, along with other High Court judges Justices G. Bhavani Prasad and G. Chandraiah, AP State Official Language Commission Chairman Mandali Buddha Prasad, film writer Jonnavittula Ramalingeswara Rao, and AP Judicial Academy Director Vedantam Seetarama Avadhani attended a seminar on ‘Telugu in Judicial Administration’, organised by the Bezawada Bar Association (BBA) here on Saturday.
Addressing the lawyers, Mr. Justice Venkata Ramana observed that clients were unable to follow the judgments delivered in English getting frightened when they see lawyers and police.
“It is our duty to conduct the proceedings in the local language and allay the fears among the people,” he said.
Explaining the sweetness of Telugu language, he said a foetus too would learn it from the mother’s womb. Language would highlight the history and culture. Respecting Telugu is nothing but respecting the mother, Mr. Justice Venkata Ramana opined.
Mr. Justice Bhavani Prasad said the Madras High Court had directed the use of Telugu language in courts when Andhra Pradesh was under unified State.
During the British rule, the arguments were in Telugu. During the Nizam rule, the proceedings in courts were held in Urdu.
“After independence, we are neglecting the local language. It is unfortunate to discuss whether Telugu should be implemented in judicial administration or not and the consequences on usage of mother tongue.”
“Lawyers can argue in the local language and the judge should accept the proceedings. The ministerial staff should issue notices and summons and make all other transactions in the local language,” Mr. Justice Prasad said.
Mr. Buddha Prasad said the government had designed a software with 18 fonts in Telugu, which would be distributed to all courts.
Bar association president G. Venkateswara Rao presided over the programme.

Establishment of Andhra or Telugu Association of Malaysia Klang Branch

It is on 28th February 1982 that I took the initiative to gather some of the Telugus living around Klang namely Suba, P. Seethapathy, Bala T. M Appalasamy, Marinaidu,Ulu Appalanaidu, Sinniah, Dr Nanda Gopal,Nookaraju,Mahaletchimi,Apparao and T PremaLatha Naidu to form a protem committee of the Klang Branch. The first protem committee meeting was held at Suba Optical Jalan Datuk Hamzah, Klang

In fact, we invited Mr A. Appana Naidu who was then working around PM Department, Shah Alam to head the committee who later declined after one or two committee meetings as he was transfered back to K.Lumpur/KK. After which I headed the protem committee.

The Branch was registered on 23th April, 1982 and a new life was energized into the Klang Branch. And in 1983 as Andhra Association of Malaysia was renamed as Telugu Association of Malaysia for simple reason to allow Telugus who migrated from other states of India or any other countries besides Andhra Pradesh could also join the Association.

Upon this new rebirth the Branch took on many activities and it has progressed well to become a good concentration of many Telugus in the Klang/ Shah Alam area,then.

I was the first chairman of this 18th registered Klang branch from 1982 till 1986. Some remarkable activities were spearheaded by my committee and some of them as follows:-

In the same year Klang hosted Annual General Meeting of Andhra Association of Malaysia. It was at this Annual Meeting that the new name Telugu Association of Malaysia was tabled and passed besides the change of annual meeting to be conducted as Biennial Meetings. The Report and Accounts submission of Silver Jubilee Celebrations & 2nd World Telugu Conference held from 14 till 19 April,1981 at Civic Centre, Petaling Jaya was also done at this Annual General Meeting in Klang.

In the year 1983 - MIC Taman Gembira, Klang /Kerala Samanjam Klang Branch /TAM Klang branch jointly organised “Malam Nirava" culturely show.
Annually Ugadi Celebrations were done grand scale.

In 1984 a “Lucky Draw” Lottery was launched to raise funds for the purpose of buying a building for the Klang Branch. The event raised a good sum of RM 10,900 and it remained as a Building Fund in the Book Keeping Entries.

In 1985 the Branch helped Telugu Association Malaysia (TAM) headquarters to organize a dinner to honour MIC President, Dato Seri Samy Velu for his 50 years birthday at the Dewan Hamzah,Klang.

• Ugadi celebrations& Bhajans and devotional activities at members homes on rotation.
• Regular committee meetings to discuss on current issues at hand.
• Telugu classes conducted by Mr Rama(Banting)& Membership drives to gather new members.
• Get together sessions amongst members and members’ families.

Although the Klang Branch took its real active life form in 1982 onwards but we must not forget to mention there was this Andhra Association of Malaysia Klang District branch being officially registered on 22nd April 1971 with its official address at 759, Jalan Rasah, Pandamaran New Village, Port Swettenham, Selangor under chairmanship Sri Narayanasamy Reddy, PPM, PJK. At that particular time Sri Narayanasamy Reddy was a Chief Clerk at the Majlis Perbandaran Klang. However the earlier branch was deregistered on establishment Klang Branch.

When I was then the newly formed Klang branch chairman was one of those besides Dr. A C Apprao, then the President and Late R. P Ramulu then the General Treasurer who were involved in the preparation and approval of constitution and even shifting the HQ address from which was registered at N0 41, 25th mile, Bagan Datoh,Perak or Ipoh office (ROS)registration to Kuala Lumpur.

Besides, I was also able obtained permission from Ministry of Home Affairs(KDN newspaper permit) for circulation newspaper for Telugus in the Telugu/ English language for Nokiah Gary, then the Secretary General of TAM.

Last year after 25 years,Silver Jubilee Celebrations of the Klang branch were grandly conducted.

Telugu conference in Malaysia !

Chennai : World Telugu Federation started trials towards spreading the glory of Telugu Worldwide. Federation President Indira Dattu and Malaysia Telugu Association  President Achayya Kumar said that the 10th Bi anniversary will be celebrated in April at Kuala Lumpur, capital city of Malaysia.
Malaysia Telugu society and World Telugu Federation are organising this conference jointly. There was press conference held in Chennai to detail on the event. WTF representatives Padmasri Yarlagadda Lakshmiprasad, Adiseshaiah, JM Naidu and others took part in this.
They informed that the conference would take place in Sunway Resort hotel of Malaysia on 12th, 13th and 14th of Aprril. They said there would be cultural programmes and Telugu folklore events on the eve. They invited all Telugu language  lovers and art lovers to be a part in this. World Telugu meet in April

This April, representatives of Telugu community from across the world will gather in Malaysia to promote Telugu culture and arts.
World Telugu Federation along with the Telugu Association of Malaysia will organise its tenth biennial conference in Kuala Lumpur, Malaysia. Last time, the Federation held its conference in Chennai.
Addressing mediapersons in the city on Friday, the Federation’s president V.L. Indira Dutt said the conference would hold discussions on several subjects, including the dying arts of Andhra Pradesh, influence of Telugu cinema and Telugu literature and its development.
“We want to enlighten the youth and children, particularly those abroad, about Telugu culture and the language. We expect at least 3,000 delegates from across the world to participate,” she said.
The three-day conference, from April 12 to 14, will have interactive sessions on several subjects such as Telugu heritage and culture, its importance, and Telugu’s origin and development.
There would also be performances such as Lambadi dance and programmes on dying arts like folk music instruments of Andhra Pradesh.
Besides programmes for youth, women and children, the conference will also deal with trade and commerce and provide opportunities for business interactions.
The Federation is involved in carrying out various activities in its Chennai centre located on G.N. Chetty Road in T. Nagar. It conducts free classes in Telugu language, music and yoga.
Achaiah Kumar Rao, president of the Telugu Association of Malaysia, said the Telugu community accounted for three per cent of the country’s population.

The historical town is in the cusp of another milestone as it is gearing up to celebrate the centenary of the First Andhra Conference held in 1913. It was in this conference that the demand to create a separate province for Telugu speaking people on linguistic basis was first announced. The conference was held on the premises of Edward VII Coronation Memorial Town on May 26, 1913.
The conference was attended by about 800 delegates and 3,000 visitors from the Telugu speaking districts of Madras Presidency. Eminent leaders including, Desabhakta Konda Venkatappaiah, Bogaraju Pattabhi Seetharamaiah, Mutnuri Krishnarao and Pingali Venkaiah, were present at the conference. B.N. Sarma, the then member of the Legislative Council of Madras, took the lead in organising the conference, which saw a vociferous appeal by the members to create a separate state for Telugu speaking people. Leaders like Nyayapathi Subba Rao Pantulu, M. Adinarayanaiah and Mocherla Ramachandra Rao wanted the conference to tread cautiously on the issue, but Vemavarapu Ramadas Pantulu moved a resolution at the open session in favour of a separate state.
Emotional speeches
The emotional speeches stirred up the feelings of the members to put up a united fight to achieve the goal.
They argued that though Telugu districts accounted for 40 per cent of the people and 58 per cent of the Madras Presidency, Andhras had no effective voice in the politics of the region and were treated as second class citizens in the composite province. “With considerable effort and after going through excerpts of the struggle in various books, we managed to bring a book on the conference. We are also planning to celebrate the centenary in a big way and release a commemorative stamp to mark the occasion,’’ said convenor of Forum for Better Bapatla P.C Saibabu

President Pranab Mukherjee on Monday paid glowing tributes to the former Prime Minister, P.V. Narasimha Rao, and said history would remember him for providing leadership to the nation at a very critical juncture.
Delivering the inaugural ‘P.V. Narasimha Rao Memorial Lecture’ organised by Hyderabad Media House here, Mr. Mukherjee said the former Prime Minister showed the courage of conviction in leading the nation on the right path of reforms against the heaviest odds. He was one of the few leaders who attracted admirers of different political hues.
Political sagacity
Lauding Rao’s political sagacity and far-sightedness, the President described him as the father of the second generation economic reforms. Describing as a “marvellous selection” Rao’s appointment of Manmohan Singh as his Finance Minister at a crucial time, Mr. Mukherjee pointed out that he departed from the usual practice of choosing political heavyweights for the post. The two together took the nation on a path that made India an economic powerhouse which the world admired. Recalling the precarious economic situation in 1991, Mr. Mukherjee said the forex reserves were just sufficient to meet two weeks imports.
He credited Rao with giving a new turn to India’s foreign policy, and said the ‘Look East policy’ launched then paid rich dividends in the economic sphere.
Rao gave importance to strengthening relationship with ASEAN as an entity. From a sectoral dialogue partner and a full dialogue partner, India’s engagement culminated in Summit-level partnership with ASEAN.
Rao brought peace to Punjab and held elections, and a popular government under Beant Singh was installed.
As Congress president, Rao introduced elections for Congress Working Committee members although the All-India Congress Committee was ready to pass a resolution allowing him to nominate them. Describing him as a multifaceted personality, the President said Rao had command over many languages.
Andhra Pradesh Governor E.S.L. Narasimhan, Tamil Nadu Governor K. Rosaiah and Chief Minister N. Kiran Kumar Reddy paid rich tributes to Rao. Vani Devi, daughter of the former Prime Minister, and K. Ramachandra Murthy, chief editor, The Hans India, an English daily, spoke.

SPEECH BY THE PRESIDENT OF INDIA, SHRI PRANAB MUKHERJEE AT                                           THE FOURTH WORLD TELUGU CONFERENCE

Speech
It gives me great pleasure to attend the fourth World Telugu Conference and address an audience comprising eminent personalities from Telugu language and literature.
2. I am happy to note that the Government of Andhra Pradesh, through this Conference is making a comprehensive attempt at promoting Telugu language and literature. I understand that exposition of books, conduct of cultural programmes, convening of seminars and publication of special magazines form part of the activities being organized in connection with the Conference.
3. Telugu is one of the oldest classical languages of India. The word 'Telugu' was probably derived from trilinga, or Trilinga Desa, "the country of the three lingas", as according to legend, Lord Shiva descended as linga on three mountains namely, Kaleswara, Srisaila and Bhimeswara, which dots the Telugu region. Linguistic experts believe that Telugu was split from Proto-Dravidian languages between 1500 to 1000 BC. Inscriptions dating back to 400 BC, containing Telugu words, have been discovered in Guntur district of Andhra Pradesh. Despite the vast passage of time, the language has been successful in maintaining its basic character, and at the same time, evolving as a modern language.
4. The oldest works of Telugu literature are distinguished by their treatment of religious subjects. Between the Eleventh and Fourteenth Century of the current era, Nannaya, Tikkana and Errana, the poets known as the Trinity of Telugu Literature, composed the Andhra Mahabharatam. Telugu literature probably began to take shape with the composition of this great epic in Telugu. In the Thirteenth century, RanganathaRamayanam by Gonabudda Reddy was a pioneering work in Telugu on the theme of Ramayana. This great piece of literary work has now become integral to the Telugu culture.
5. Telugu has rich literary and grammatical traditions. Various forms of literature abound in the Telugu language, such as Prabandhams, which are stories written in verse form. Telugu literature has also resorted to a unique form of verse called Champu, which is a beautiful mixture of prose and poetry. To make Telugu literature more comprehensible to the masses and draw more admirers to the language, Dwipadas, or couplets, and Satakas, or hundred verses, came to be written. These include the Dasarathi Sataka and Vemana Sataka. Telugu grammar owes much to Paravastu Chinnayya Soori, who undertook extensive research on the grammar of the language and wrote Baala Vyakaranamu in the 19th century.
6. The Sixteenth and Seventeenth centuries are considered the golden age of Telugu literature. The first original poetic novel in Telugu literature, Kala Purnodayam, was written by Pingaliu Soorana, who was a pioneer in Telugu classical poetry. Krishna Deva Raya's Amuktha Malyadha, which blended the eternal and the temporal in a grand poetic style while describing an interesting tale, is considered a Maha Kavya, besides Peddhana's Manu Charithra.
7. The modern trend in Telugu literature began in the Nineteenth century, marked by several influential writers. Gurajada Venkata Appa Rao, considered the father of modern Telugu literature, adhered to a poetic style that was pure, lucid, vivacious and clear. He wrote Kanya Sulkam, which is considered a landmark play for its clear message of social reform. Another Telugu novel dedicated to the cause of social emancipation is Mala Palli by Unnava Lakshmi Narayana, a freedom fighter, who also fought against untouchability.
8. The literary movement in Telugu has continued with the same vigour in the post-Independence era. Several reputed writers have contributed to the growth and enrichment of this language. Viswanatha Satyanarayana, a versatile writer and author of more than 100 works, was bestowed with the Jnanpith Award in 1970 for his popular literary work, Ramayana Kalpa Vriksham. Dr. C. Narayana Reddy received the Jnanpith Award in 1988 for Viswambara.
Ladies and Gentlemen,
9. Four Indian languages namely Tamil, Sanskrit, Telugu and Kannada have been classified as classical languages in India. The Government of India created a category of 'classical languages' in 2004 with strict entry criteria. Languages meeting parameters such as antiquity of 1500 to 2000 years of its early texts or recorded history, body of ancient literature or texts considered a valuable heritage by generations of speakers and original literary tradition, not borrowed from another language have been made eligible for being classified as classical. Telugu language, with its credentials of a long surviving rich cultural heritage, was declared a classical language in India in 2008.
10. Telugu is today spoken in several parts of the country such as Pondicherry, Tamil Nadu and Karnataka, besides Andhra Pradesh. Its reach also extends beyond the shores of the country. Telugu-speaking Indian diaspora are present in significant numbers in the USA, the UK, Australia, New Zealand, Canada, Malaysia, Singapore, Mauritius, and South Africa.
11. It is important that the antiquity of Telugu language and civilization must be further explored. Having declared Telugu a classical language, it our responsibility to make every effort for its healthy growth and development so that posterity can benefit from the vast knowledge and ideas that rest within this language.
12. There is a need to have concrete plans for creating awareness about Telugu language and literature among today's youth. Steps must be taken to consolidate all research works on Telugu history undertaken so far and to identify and encourage new research projects. The use of Telugu in public administration and education should also be popularized.
13. Languages are not merely a means of communication. Our languages and literature are our heritage. They define and reflect the roots of our society. The promotion of literature cannot take place on the basis of Government support alone. I urge all stakeholders to contribute meaningfully towards preserving, encouraging and promoting Indian languages and literature.
14. There is no dearth of creativity and talent in Indian languages. While Indian writing in English has excited the world, we need to create platforms to provide greater exposure to Indian languages so that the creativity embedded in Indian literature is spread across the world.
15. The fourth World Telugu Conference is an opportunity for the eminent personalities, poets, writers, intellectuals and artists gathered here to give a new dimension and vision to the Telugu language. I am told that this Conference is being held in Andhra Pradesh after a long gap of 37 years. It would be useful to hold such conferences more frequently. I am sure that ideas and action points that emerge from this Conference will be examined by the State Government and measures undertaken to translate them into reality. I offer my best wishes to the large number of Telugu speakers who have assembled here for this important cause.

Addressing a large gathering of Telugu people who came from various parts of Andhra Pradesh and from several countries after inaugurating the 4th World Telugu Conference on Thursday, he said the preparation of comprehensive plans to promote these languages was the need of the hour to enable them to cross the borders. Indian languages were symbols of the country’s unity in diversity and this tradition must be protected at any cost.
Mr Mukherjee praised Telugu, recalling its antiquity dating back to 1,500 to 1,000 BC, the contribution made by various poets from Nannaya to Viswanatha, its golden age during 11th and 17 centuries, and the advent of modernity in its literature in 19th century with the introduction of social reform content in its poetry by Gurajada Appa Rao.
He called for efforts to protect the antiquity and sanctity of Telugu for its healthy growth and for using it in the daily administration.
The President earlier honoured 14 distinguished Telugu personalities from all over the world and laid the foundation-stone for construction of an international convention centre at Tirupati.
Chief Minister N. Kiran Kumar Reddy announced that a separate ministry would be created in the Secretariat for protection and promotion of Telugu, and Telugu would be introduced as a medium of instruction in primary education up to Class X. He said that the Sangitha, Nataka, Lalitha, Sahitya and Rangasthala akademis would be revived.
Governor E. S. L Narasimhan, much to the delight of the gathering, read out his speech in Telugu, interspersing it with excerpts from devotional songs of Annamayya. He eulogized Telugu as a language chosen even by musicians for its mellifluousness. He said the general feeling among the people that those who completed education in Telugu medium would not get jobs, was without any basis.
